International Driving Permits are issued at AAA locations (www.aaa.com) throughout the USA as well as through the National Automobile Club (www.nationalautoclub.com). They are accepted in more than 150 countries when accompanied by your state-issued license, cost $15 and are good for one year. International driver's licenses sold on the Web are not valid.
In many foreign countries you must have an international driver's license to drive in that country legally. While some auto rental agents may be willing to rent a car to you with only your USA state driver's license, that does not make it legal for you to drive in that country.
Unfortunately, rental companies do not always inform you of this rule. Check for rules regarding driving in foreign countries at www.travel.state.gov before leaving home. The site displays both licensing requirements and other important laws that may differ from laws in the USA. One example: In Spain it is illegal to talk on a hand-held cellphone while driving and the fine is more than $400.
